The Emergency Unit oversees the organization’s global emergency preparedness and response activities. Our mission is to restore the continuum of care when it is interrupted or non-existent following a natural or man-made disaster and in the case of forgotten and long-standing crises, where vulnerable populations can no longer access care.

DUTIES AND RESPONSIBILITIES:

Under the responsibility of the head of the emergency cell, you are part of an emergency team that can be deployed in the field, in emergency situations. Emergency team members can be deployed to initiate new interventions in emergency situations or to support existing MdM country offices in the implementation of emergency response or preparedness activities. ’emergency. Roving Emergency Coordinators have the primary responsibility to assess, design and implement the response to meet the immediate health needs of the affected population. You may be required to provide specific support or training to the teams in place. The missions are diverse in terms of contexts as well as types of responsibilities.

More specifically, your main responsibilities are:

Oversee emergency operations in field environments • Ensure the opening of the mission by implementing MdM procedures and policies (purchasing, cash flow, etc.) • Conduct exploratory and fact-finding missions: assessment of the context, mapping of stakeholders, design of the strategy in link with members of the emergency team, etc. • Lead, coordinate and oversee emergency response • Oversee field finance, human resources, supply chain, and safety and security, ensuring compliance with policies and procedures and responsiveness to needs of the program • Develop and maintain effective working relationships with local coordination structures and stakeholders • Identify, assess, proactively monitor and implement measures to reduce or control risks that may impact on field operations and program delivery

Contribute to strengthening MdM’s emergency response at headquarters level • Provide specific support related to emergency preparedness and response for MdM country program teams • Contribute to the development of operational tools for MdM emergency operations • Contribute to the continuous development of the overall strategic approach in the emergency health response • Capitalize on experience and develop lessons learnt.

CONDITIONS OF EMPLOYMENT:

  • Status : Employee
  • Contract: Fixed-term contract
  • Duration : 12 months
  • Start date: as soon as possible
  • Gross monthly salary: 3,525 euros
  • Bonus equal to one month’s salary paid in two instalments – minimum 6 months seniority required
  • Bonus for working conditions based on time spent in the field (198.18 euros gross per month maximum)
  • Transport costs (100% headquarters-mission, 50% home-headquarters), vaccines and visas covered
  • Accommodation costs covered in the field
  • Food expenses covered in the field, meal vouchers when present at headquarters
  • 22.5 RTT per year (recovery days)
  • 5 weeks of paid vacation per year

  • Teleworking agreement for positions eligible for teleworking: 110 days/year (minimum 1 day per week on site)
  • Given the current circumstances of the Covid-19 pandemic, we are taking special measures to apply health protocols and hygiene measures to guarantee the safety of our staff.

  • The duration of each mission assignment is a maximum of 3 months and will be followed by a recovery time.
  • Deployments can represent up to 80% of working time and off-field activities up to 20% of working time.

REQUIRED SKILLS AND EXPERIENCE:

  • Minimum 3 years of experience in the humanitarian sector as head of mission and/or field coordinator
  • Experience of exploratory missions in emergency situations
  • Experience in risk analysis and development of access strategies
  • Experience in managing donor funded programs and grants
  • Representation experience with humanitarian actors, authorities and donors
  • Substantial experience in managing safety and security, including in a volatile environment
  • Proven managerial experience
  • Excellent communication and listening skills
  • Ability to lead a team in a complex environment and make relevant decisions depending on the context
  • Flexibility, proactivity, anticipation and adaptability
  • Excellent organizational skills
  • Diplomacy and networking skills
  • Excellent knowledge of Microsoft Office (Word, Excel, Powerpoint)
  • Mapping skills with Google Earth or ArcGIS
  • Languages: fluent French and English mandatory (written and spoken)
