The International Committee of the Red Cross (ICRC) is an impartial, neutral and independent organization whose exclusively humanitarian mission is to protect the lives and dignity of victims of armed conflict and other situations of violence and to provide them with assistance . The ICRC also strives to prevent suffering by promoting and strengthening humanitarian law and universal humanitarian principles. In 2014 and recently, the ICRC expanded its presence in Ukraine. More than 600 ICRC staff work in Kyiv, Donetsk, Luhansk, Dnipro, Poltava, Lviv, Odessa and Vynnytsia.

The ICRC delegation is seeking to fill the following position (based in Kyiv)

OBJECTIVE

The staff health officer is the focal point for all questions related to the health of ICRC staff. In line with the ICRC staff health strategy and in collaboration with other relevant departments, he/she promotes and maintains the physical and mental health of ICRC staff. He/she implements the staff health strategy in seven identified areas: 1. Staff health policy; 2. Prevention; 3. Health care and medical emergencies; 4. Stress management and crisis situations; 5. Health insurance; 6. Management of medical information; 7. Monitoring, evaluation and feedback.

RELATIONSHIPS

  • Internally, interacts within the ICRC delegation in Kyiv and sub-sites in Ukraine, as well as with RH_COE_SAN at Geneva headquarters.
  • At the regional level, interacts with the Regional Staff Health Coordinator.
  • Externally, maintains working relationships with clinics/hospitals/insurance companies and other agencies as required, regarding the health of our staff.

GENERAL RESPONSIBILITIES

  • Understands and adheres to the ICRC Code of Conduct
  • Respects and observes at all times the regulations of the personnel and the safety rules
  • Represent the ICRC professionally at all times
  • Develops and maintains a pleasant and conducive work environment with colleagues and supervisors
  • Performs all tasks with the highest level of confidentiality in the interest of employees and the ICRC
  • May be called upon to perform tasks not covered by this job description and provide support to other departments as required

RESPONSIBILITIES AND RESPONSIBILITIES

  1. STAFF HEALTH
  • Organizes individual and collective health information sessions for all new ICRC staff, both expatriates and residents, based on an updated health risk assessment
  • Provides advice and support to staff with health issues
  • Facilitates the implementation of ICRC staff health policies
  • Supports and provides institutional training related to staff health (first aid training, etc.)
  • Remains available by telephone outside working hours, to provide medical advice and assistance to ICRC colleagues in the event of a medical emergency
  • Implements and monitors the ICRC stress policy; performs stress management practices – this activity is organized as needed, in coordination with MHPSS colleagues
  • Performs and supervises (if applicable) health insurance related activities for resident staff and their dependents
  • Help explain and provide information on employee benefits related to ICRC health insurance
  • Validates the medical reimbursement of invoices incurred by staff under medical treatment
  • Evaluates the medical structures available and the quality of the services provided; identifies and monitors ICRC staff referral and treatment services
  • Collection of accurate and reliable data on illnesses, accidents and absenteeism, with a view to providing statistics on illnesses and medical risks taken by all staff
  • Reports to the Regional Staff Health Coordinator on staff health activities (using standard reporting tool = SHAD)
  • Reports to management and provides expert recommendations on staff health issues
  • Records and processes information (general and specific) with precision and confidentiality; ensures respect for medical secrecy
  • Acts as focal point for staff health guidelines, preventive measures, contingency plan and case management during crisis cell operations
  • Collaboratively updates and disseminates Medical Emergency Panning when needed

2. SAFETY AND SAFETY AT WORK

  • Supports the HRM in the implementation of health related policies
  • Responsible for the occupational safety file and the preparation of related documents
  • Helps to ensure medical check-up before hiring and during employment if necessary
  • Helps ensure that all staff are properly insured in their country and when traveling professionally, and provides related explanations to staff

ADDITIONAL TASKS

  • Follow up on all work-related messages and correspondence with relevant contacts and departments
  • Is aware of the objectives of the delegation and has a good knowledge of the Movement and other contacts relevant to the position
  • Collects and shares information to improve the ICRC’s understanding of the environment and humanitarian trends and responses
  • Represents the ICRC appropriately during activities, in meetings and in the field, and avoids any activity that could damage the image of the ICRC
  • Take responsibility for own learning and professional development
